Accreditation of validation and verification bodies 

Validation and verification, as conformity assessment activities, are gaining applicability in new areas. With the publication of the new standards, the scope of application of these activities is significantly expanded from the traditional area of greenhouse gases to much wider areas, such as energy, finance, environmental information, IT. According to IAF Resolution 2019-19, ISO 14065:2020 is only applicable in conjunction with ISO/IEC 17029:2019. The new accreditation also moves to a new level 3 standard LVS EN ISO/IEC 17029:2020 (IAF resolution 2019-14 and 2019-19).

In accordance with European Commission Implementing Decision (EU) 2020/1835 (December 3, 2020) on harmonized standards for accreditation and conformity assessment* EN ISO/IEC 17029:2019 is the notified standard for all bodies performing conformity assessment.

As accreditation standards are applied:

  • LVS EN ISO/IEC 17029:2020 Conformity assessment. General principles and requirements for validation and verification institutions (ISO/IEC 17029:2019);
  • LVS EN ISO 14065:2022 General principles and requirements for environmental information validation and verification institutions (ISO 14065:2020);
  • LVS EN ISO 14064-3:2019 Greenhouse gases. Part 3: Specification with instructions for verification and validation of greenhouse gas reports (ISO 14064-3:2019);
  • ISO 14066:2011 Greenhouse gases Competence requirements for greenhouse gas validation teams and verification teams.

In order to ensure the harmonization of accreditation of validation and verification institutions, each field is supplemented with relevant documents at the international, regional or national level. For example, ICAO CORSIA, EU ETS regulated verification program, national schemes. The set of requirements of the specific validation and verification schemes is determined within the framework of the accreditation scheme.
