Accreditation of verifiers of greenhouse gas (GHG) reports and tonne-kilometer reports 


Pursuant to COMMISSION REGULATION (EU) No. 600/2012 of 21 June 2012 on the verification of greenhouse gas emission reports and tonne-kilometre reports and the accreditation of verifiers pursuant to Directive 2003/87/EC and taking into consideration requirements of Cabinet Regulations No. 769 of November 13 2012 "Regulations on participation of stationary technologic equipment in the trade system of emission quotas of the European Union" and of Cabinet Regulations No. 366 of July 9 2013 "Regulations on participation of aviation activities in the trade system of emission quotas of the European Union", greenhouse gas emission and tonne-kilometer verifier is a competent, independent conformity assessment body, which has obtained accreditation in a member state of the European Union. Accreditation is conducted in accordance with COMMISSION REGULATION (EU) No. 600/2012 of 21 June 2012 on the verification of greenhouse gas emission reports and tonne-kilometre reports and the accreditation of verifiers and REGULATION (EC) No. 765/2008 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 9 July 2008 setting out the requirements for accreditation and market surveillance relating to the marketing of products.

According to requirements of the above-mentioned normative enactments Latvian National Accreditation Bureau state agency. LATAK conducts conformity assessment of GHG verifiers and their annual surveillance.

The following criteria are applied in the process of conformity assessment of GHG verifiers:

  • LVS EN ISO 14065:2013 "Greenhouse gases. Requirements for greenhouse gas validation and verification bodies for use in accreditation or other forms of recognition"
  • LVS EN ISO 14064-3:2012 "Greenhouse gases. Part 3: Specification with guidance for the validation and verification of greenhouse gas assertions"
  • ISO 14066 "Greenhouse gases – Competence requirements for greenhouse gas validation teams and verification teams"
  • COMMISSION REGULATION (EU) No. 600/2012 of 21 June 2012 on the verification of greenhouse gas emission reports and tonne-kilometre reports and the accreditation of verifiers pursuant to Directive 2003/87/EC
  • COMMISSION REGULATION (EU) No. 601/2012 of 21 June 2012 on the monitoring and reporting of greenhouse gas emissions pursuant to Directive 2003/87/EC of the European Parliament and of the Council
  • ES guidelines, EA and IAF documents, as well as other applicable normative enactments.
